Saudi wheat growing suspension

The Saudi government has announced that it will stop producing wheat in 2016 because of water supply issues in the kingdom generally. What are the implications of this type of decisions in a global marketplace where the commidity in question is steadily increasing in value? Should this be a governmental decision or a purely market-based decision?
